The United States is moving forward with a permanent visa bond program that may require certain nonimmigrant visa applicants from designated countries to provide a financial bond before receiving approval for a visa.
The policy, which applies to certain B-1 and B-2 visa applicants for business and tourism purposes, is intended by U.S. officials to encourage compliance with visa requirements and reduce the likelihood of visa overstays. However, immigration advocates have raised concerns that the program could create additional barriers for individuals who intend to travel to the United States legally.

Under the new rule announced by the U.S. Department of State, consular officers may require certain visa applicants to post a bond of up to $20,000 as a condition of visa issuance.
The visa bond requirement applies to eligible applicants from a list of designated countries identified by the U.S. government. According to the Federal Register notice, the program primarily affects applicants seeking B-1 business visas and B-2 tourist visas.
The bond amount will be determined by consular officers on a case-by-case basis, depending on the applicant’s circumstances and the requirements of the program.
The visa bond program was initially introduced as a pilot program in 2025 to evaluate whether financial bonds could be used as a tool to encourage visa compliance.
During the pilot phase, consular officers had the authority to require bonds ranging from $5,000 to $15,000. Under the permanent program, the $5,000 option has been removed, and the maximum bond amount has increased to $20,000.
U.S. officials stated that the pilot program provided sufficient information to support making the visa bond requirement a permanent measure.
