U.S. plans online first-time passport applications beginning in 2027

The U.S. Department of State is preparing to modernize the passport application process, with plans to allow Americans to apply for a first-time passport online through America.gov beginning in 2027.

Secretary of State Marco Rubio announced the initiative during the September 29, 2026 launch of America.gov, a new federal digital platform designed to provide a centralized way for Americans to access government information and services. Rubio said the goal is for the vast majority of Americans to be able to apply for a passport or passport card through America.gov by the end of 2027.

What will the new passport application process look like?

During the demonstration, Rubio presented a process designed to allow applicants to complete key steps from home. Under the planned system, applicants may be able to:

  • Sign in through Login.gov;
  • Access information already available to the government;
  • Take a passport photo using a smartphone or upload a photo from their device;
  • Review the photo before submitting the application and retake it if necessary;
  • Complete payment online; and
  • Track the application and receive an estimated delivery date.

Passport photos could be taken at home

One of the most notable aspects of the planned modernization is the passport photo process. During the demonstration, Rubio explained that applicants would be able to take a photo themselves using a smartphone or upload an existing photo from their device. Applicants would also be able to preview the image and retake it before submitting the application. be accepted.

However, applicants would still need to follow official passport photo requirements.

When will online first-time passport applications become available?

The Department of State has announced a target of 2027, with Rubio stating that the goal is for the vast majority of Americans to be able to apply for a passport or passport card through America.gov by the end of that year.

America.gov currently states that additional services are being added and that, beginning in 2027, users will be able to complete forms, track progress and manage certain government services in one place. Its current preview specifically includes a passport application and application-status tracking feature. At this time, however, the existing Department of State process remains in effect. Adults applying for a first passport must still apply in person at an authorized passport acceptance facility.

America.gov: A broader federal government service platform

The passport initiative is part of a broader effort to make America.gov a centralized digital entry point for federal government services. On September 29, 2026, President Donald Trump signed an executive order directing federal agencies to integrate eligible public-facing services with America.gov. The order also directs the integration of Login.gov as the authentication service for the platform.

The White House stated that America.gov is intended to allow individuals to access federal information and, where authorized and technically available, complete government transactions without navigating multiple agency websites.

What should applicants know now?

The planned online system could make the passport application process significantly more convenient in the future. However, applicants should not assume that the new process is already available. As of October 2026, the Department of State continues to instruct first-time adult passport applicants to submit their applications in person at an authorized acceptance facility.

Applicants should continue following the current official requirements until the Department of State announces that the new online process is available for their specific application type.
